Background of the Study :
Public expenditure on education is widely recognized as a fundamental driver of economic development. In Rivers State, substantial investments in educational infrastructure and programs have been undertaken since 2000 to foster human capital development and promote socio-economic progress (Obi, 2023). Education spending has aimed to enhance literacy rates, skill acquisition, and innovation, thereby contributing to long-term economic growth. The nexus between public education expenditure and economic performance is critical in shaping a skilled workforce capable of adapting to emerging industries and technological advancements (Akinyemi, 2024). Despite increased budgetary allocations, challenges such as inefficient fund management, infrastructural deficits, and regional disparities persist. These issues have led to a situation where the intended developmental benefits of public expenditure on education are not fully realized. This study investigates how public spending on education has impacted economic development in Rivers State over two decades, drawing on empirical data, policy analysis, and comparative studies to evaluate the effectiveness of investment strategies (Musa, 2025).
Statement of the Problem
Although significant public funds have been allocated to education in Rivers State, the anticipated economic development outcomes have been inconsistent. Challenges including misallocation of resources, corruption, and inadequate infrastructural support have undermined the effectiveness of these investments. As a result, improvements in human capital have not translated optimally into economic growth. The study seeks to identify the underlying factors that have hindered the impact of public expenditure on education and to evaluate the link between educational investment and broader economic performance (Obi, 2023; Akinyemi, 2024).

Significance of the Study
